5月29日（水）18時半より、日比谷図書文化会館のスタジオプラスでLNF(Lawyers’ Network for Foreigner)との共催イベントを開催しました。130名の方（ZOOMと対面）にご参加頂き大盛況でした。※English is below.

シンポジウムでは、２００８年最高裁国籍法違憲判決を勝ち取ることができた背景とその意義、当事者にとっての認知や国籍の重み、違憲判決後も残された課題等について各登壇者にお話しいただき、認知や国籍、在留資格をめぐる問題と法曹が果たすべき役割についてそれぞれの登壇者からお話頂きました。

弁護士の近藤先生からは国籍確認訴訟を提起した経緯、弁護団活動で工夫したこと、判決の解決の話がなされました。

9人の原告のお一人の佐藤真美さんからはどうして日本人になりたかったのかや裁判中に署名活動を頑張ったこと、父との関係、そして今はフィリピン人としての自分も大好きで、母への感謝の気持ちも述べられていました。

事務局長の伊藤里枝子からはJFCネットワークの設立の経緯、JFCを取り巻く問題、国籍確認訴訟の原告母子の話をし、真美さんが当時裁判所で意見陳述をした内容を覚えてないと言っていたので、当時小学生だった真美さんが書いた意見陳述を今の真美さんに読んで頂きました。

FidesさんからはRGS-COWの活動の他、フィリピンにいるＪＦＣたちの問題について話して頂きました。特に、父親不在が与える影響（虚無感、いじめ被害、見捨てられる恐怖、拒絶感、自己憐憫、比較・不安・嫉妬）について話して頂きました。

フィリピンに暮らすＪＦＣのミッシェルさんからは、「なぜ父に認めてみとめてにらいたいのか」についてのビデオメッセージを頂きました。

パネルディスカッションでは皆川先生から特にＪＦＣをターゲットにした人身取引被害についての話がなされ、秋葉さんからはご自身も二重国籍をお持ちだった経験からアイデンティティと国籍の問題ついてご自身のお気持ちと当事者にとってのこうした機会の必要性などを話されました。

どの方々のお話もとても有意義で、改めて今回のシンポジウムを開催できてよかったと思いました。

シンポジウム後の懇談会では美味しい鶏料理を満喫しました。フィデスさんも英語で直接弁護士さんたちと話をすることができたのがとても楽しかったと大満足でした。

現在、学校で子どもたちにＩＴを教えている真美さんは小学校の先生になるのが夢だそうです。第二の人生は小学校の教員免許をとって小学校の先生になりたい、と言っている姿がとても素敵でした。

On May 29 (Wed.) at 6:30 p.m., we held a joint event with LNF (Lawyers’ Network for Foreigner) at Studio Plus in Hibiya Library Hall. 130 people (ZOOM and in person) attended the event, so it was a great success.

At the symposium, each speaker discussed the background and significance of the Supreme Court’s 2008 ruling that the Nationality Law was unconstitutional, the importance of recognition and nationality to the parties involved, and the challenges that remain after the unconstitutional ruling, as well as the issues surrounding recognition, nationality, and status of residence and the role that legal professionals should take on.

Atty. Kondo, talked about the process of filing the lawsuit for the confirmation of nationality, his innovations in the activities of the defense team, and the resolution of the judgment.

Ms. Mami Sato, one of the 9 plaintiffs, talked about why she wanted to become Japanese, how she worked hard to collect signatures during the trial, her relationship with her father, and how she now loves herself as a Filipino and is grateful to her mother.

Ms. Rieko Ito, the Executive Director, talked about the background of the establishment of JFC Network, issues surrounding JFC, and the plaintiff mother and child in the nationality confirmation lawsuit. Since Ms. Mami said she did not remember the contents of her statement of opinion at the court at that time, she read the statement of opinion written by Ms. Mami who was in elementary school at that time.

Mr. Fides talked about the activities of RGS-COW as well as the problems of JFCs in the Philippines. In particular she talked about the impact of father’s absence (emptiness, bullying victimization, fear of abandonment, rejection, self-pity, comparison, insecurity, and jealousy).

Ms. Michelle from JFC, who lives in the Philippines, gave a video message about why she wants to be recognized by her father.

In the panel discussion, Atty. Minagawa talked about the victims of human trafficking, especially targeting JFCs, and Prof.. Akiba talked about her own feelings on the issue of identity and nationality and the need for such opportunities for those who have dual nationality.

All of the speakers were very meaningful, and we were glad that we were able to hold this symposium.

After the symposium, we enjoyed a delicious chicken dinner. Ms. Fides was very satisfied that she enjoyed talking directly with the lawyers in English.

Masami, who is currently teaching IT to children at a school, says her dream is to become an elementary school teacher. It was very nice to see her saying that she would like to get an elementary school teaching license and become an elementary school teacher in her second life.
