If you are abandoned by your father, if you are forsaken by your home country, you may lost your roots, which you should hold on in this world or you may lost self-belief, which is most precious in your heart wondering that “Why do I live?” “Who am I?” We regret to say that a lot of Japanese-Filipino children are struggling from such anxiety today. Citizen’s Network for Japanese-Filipino children Inc. is one of the NPOs: founded on May, 1994. We are supporting JFC, working together with our office in Manila and lawyers in Japan.

1. Mission:

To know their parents, to be supported by their parents and to be recognized by their fathers are the children’s rights. We aim for the realization of a society where Japanese-Filipino children who are not protected their dignity by their parents or society can live their life with dignity being accepted as a unique individual.

Our goal is for Japanese-Filipino children to know their parents and to be supported by their parents. As their children’s rights, we want their parent to recognize their own child. We aim for the realization of society where Japanese-Filipino children are not protected their dignity by their parents or society can live their life with dignity being accepted as a unique individual.

 

We support Japanese-Filipino children in order to recover them from being abandoned by their parents or countries. We give a legal support for the children such like paternal recognition, child support, acquisition of Japanese nationality and so on.

 

Even if the legal problems of Japanese-Filipino children were solved, their mental problems are not yet over because it remains in their hearts. We work on to support the Japanese-Filipino children to establish their dignity as a Japanese, as a Filipino and as a human being.

 

Your action upon learning the plight of Japanese-Filipino children will be a step to realize a society to protect the dignity of Japanese-Filipino children. Let’s work together to realize the society where the human rights and dignity of each and each children are respected!


3. Foundation background

The Lawyer’s Association for Japanese-Filipino Children was organized in April 1993. The Citizen’s Network for Japanese-Filipino Children was founded in May, 1994. The first president was Ms. Yayori Matui. Our branch office in the Philippines is ‘Maligaya House’. It was opened on January 17th, 1998. We are approved as an incorporated non-profit organization by Tokyo Metropolitan government in March, 2006.


4. Foundation purpose

While Filipino women who have come to work in Japan have been increasing, their marriage and the children who are born between Filipino mother and Japanese father have been also increasing. A lot of Japanese Filipino families built a happy family, but on the other hands, a lot of Japanese-Filipino children are mentally and financially suffering from difficulties because they are abandoned or not paternally recognized by their Japanese fathers. Our organization was founded owing to protect these children’s and their mothers’ human rights.

2) About Maligaya House
Maligaya House’s activities can be divided into 5 categories.
1) Psycho-social Intervention Program (PSI)

Our principal activities: Telephone and at office consultations, new clients will have to attend an orientation, to understand individual cases we will conduct home visits and inquiries, offer legal advice, also we offer counselling for the mother and child, and these services are available to all clients. Furthermore, we can send all of this information to the JFC Network office and through the help of our lawyers, we can help locate the father, negotiate for legal recognition and/or child Orientation for the New Clients support and mediate with Japanese man. If the need arises they are also capable of filing lawsuits in Japanese court. Through this process Maligaya House will act as the representation of the mother and child between the JFC Network and their legal counsel.

 

2) Training and Education Program (TEP)
Twice a month we have a Japanese Classroom Workshop where we familiarize the JFC with Japanese language and culture. This activity also doubles as an exercise to develop their identity as a Japanese. We also do arts and crafts, games and sometimes dances to allow the JFC to express themselves and these activities also help empower the JFC with more self-confidence. At these regular gatherings the JFC have the opportunity to meet and make friends with other children in a similar situation.

 

For the mothers we offer, law and legal proceedings seminars, gender workshops, and seminars on migrant workers. Our aim is to recommend strategies to improve their lives, give emotional support, and give leadership training.
We also help JFC get scholarships so they can enter school, continue to university, and afford the school expenses.

For the purpose of creating a comprehensive social support system that aids the client and JFC to develop citizenship skills, advocacy, and group reinforcement we operate through the programs listed below.

 

3) Research & Publications Program (RPP)
We publish a handbook for Filipino women who plan to go to Japan. It began being distributed through the Philippine government in 2004. We also manage a mini library and publish a regular newsletter.

 

4) Advocacy & Networking Program (Ad Net)
We pressure the Philippine Ministry of Foreign Affairs to cooperate with the negotiations between the Japanese embassy and this Japanese NGO

 

5) Finance & Administration Program (FAP)
The FAP is involved with organization management, office maintenance, fund raising, and project and faculty development.

What can you do for a child that has never known his/her father? You can volunteer or donate money, it’s up to you, but we humbly wait for your assistance. We are also recruiting local members from the Philippines. For those interested in joining, we publish a newsletter four times a year. 3) About COW(Religious of the Good Shepherd – Center for Overseas in Davao) We have received the cases from RGS-COW located in Davao, Mindanao, Philippines since 2007 besides our local office, Maligaya House. RGS-COW is one of the NGOs in the Philippines, which support for Filipino migrant workers, educational activity in terms of working abroad, human trafficking.

6. How to support and donate for Japanese-Filipino children?

1) as a monthly supporter!

Every child has right to know their parents, to receive necessary support from their parents and to be recognized by their parents as their child.

 

There are many Japanese-Filipino children who cannot receive such rights.

 

To know their father and to be recognized by their father are the first important step for their life to know the reason for their birth and his roots, and to walk independently with their own confidence and the self-respect.

 

You can support Japanese-Filipino children as a monthly supporter, who donate fixed price monthly.
Here is what your donations can do;
\1,000 will support for the cost of the minimum documents, required for a court trial for one person.
\3,000 will support for transportation cost for up to 5 people who cannot afford the cost to visit our Manila Office for consultation.
\5,000 will support the cost for workshop or orientation program for Japanese-Filipino children and their mothers in the Philippines for one year.
\10,000 will support for lawyer’s payment to inquire to locate their father.
\30,000 will support our Manila based social workers’ transportation and other cost to visit our children’s home for one year.
